Guam is quietly eating the Pacific construction budget

Three of the ten largest orders this fiscal year went to Guam, all under the same MACC. That concentration matters: the vehicle is being used for very large single awards rather than spread across mid-size ones, and the pool of firms that can bond at that level is small.

If you are not already teamed with one of the holders, the realistic route is subcontract rather than prime — and the window is now, because the ordering period ends September 2027.
